How to become a tugboat captain in Texas?

I live in Houston what do i need to do to become a tugboat captain? What certf do i need and where do i begin?

2. You start as a deck hand. Go to www.uscg.mil and check out the links to Merchant Mariner Document. You would need a license from the USCG for Master of towing vessels not more than 100 Gross tons. You need sea time on similar vessels and must take a written test, drug screen and medical exam. You must be able to distinguish between red, green and white lights on an eye exam.
